GE Arctica (pss26msrss) both th freezer and the refridgertor will not cool down both keep getting warmer... hear a fan running, tried turbo it kicks on but an E comes up on the readout, the freezer has some ice build-up on back wall, temp now 19 in freezer and 39 in refer... we have a warranty still, but its 9 yrs old!
Unplug and manually defrost with a hair drier because that ice you see on back wall of your freezer is a result of frost buildup behind that rear panel. Place all the frozen items in another safe place until the defrost is complete.Here is what your freezer may look like behind that rear panel. Not much cooling in freezer or fresh food section because this frost is blocking airflow.

It's usually the defrost heater on this model. Pull rear panel of freezer and remove the heater, (2 screws). It's at bottom of coils. Take to your parts place and they should be able to ohm out for you to see if it's ok. If it's all blackened, probably heater.
A check you can make is to pull refrigerator out to access back. UNPLUG UNIT!
Remove panel over control board on back of fridge. On the blue connector in bottom of board note the defrost terminal as specified on board. Unplug connector and put a jump wire from this terminal on the CONNECTOR, to the terminal that has the wire going to it with no wire next to it. Plug in refrigerator. If defrost heater is good, it should start glowing red within a few minutes. If it doesn't replace it.

You either have icing that you didn't clear or the unit is low on gas. You might also try cleaning the condenser coils. This is a big problem in cooling.
To check low gas: After cleaning the condenser (!), clean around the piping to the compressor in the back of the unit. Wait at least an hour with the unit shut off. Restart. The larger pipe should begin to frost up. If after about 15 minutes the frosting gives way to: ice, wetness or drying out...the gas level is likely okay. If it stays frosted, you'll need a gas recharge.

The main problem with the Artica/Profile is that they have a main control board and a thermostat board inside the fresh food compartment. Hi, With the information you supplied i'm going to assume there is an ice build up at the rear of the freezer. Your problem is going to be with your defrost system. I will also assume you have the ability to repair this yourself. This is going to be one of three problems with your refridgerator, 1st thing to do is remove shelfs and panel in the back of the freezer...you should see ice build up on the evaporator...don't worry get a hair dryer and melt the ice. Next locate the wires for the heater...using a multi meter test the heater for condinuity...if the heater is bad replace it, If the heater is good replace the defrost thermostat..the stat normally is a barrel looking part clipped onto the evaporator pipe. The last possible problem could be the evaporator fan, have you heard the fan running in the past few hours?..if you are not sure pull the panel out to where you can see fan and watch it over an hour to see if it turns. Remove the screw , on the left side of the control panel , and pull the panel , from the left side , outward to the right . You should now see , slightly to the right , from the middle , a black screw , a hole with slot , and slightly higher to the right , a hole with a white piece , with a hole in it . Now , the hole with the slot , turn with a screwdriver , until you hear/feel a louder click . Turn this slowly . When you hit the right click , the refrig will shut off . Remove the inside rear freezer panel ( and ice maker if equiped ) , by removing 3 or 4 screws , pop off the grill piece , and may have to twist the ice maker receptical slightly , to remove . If you do not see the heater on ( red ) , below the coils , then the heater is most likely the problem . pt # WR51x464 . Your old one , has a glass tube , but the new one , is calrod . I believe 2 screws hold this heater on .. If the glass heater does come on , then the problem is the defrost timer ( the piece you turned with the screwdriver ) which is removed , by removing that black screw and bending the panel out slightly . Pt # WR9X520 .
