After doing a lot of checking online. I think you should just buy a new video card. That one isn't very good at all and you can't even find vista drivers anywhere on the web let alone windows 7 drivers. Sorry.
You could try the latest catylist drivers for the Radeon X300 since I think the card you have is a dell clone. You can get them here:http://support.amd.com/us/gpudownload/Pa...

I would not suggest upgrading to Vista since your optiplex GX270 does not support a processor that has a 1 GHz front side bus which is one of the system requirements for Vista.
You may be able to run Vista if you can upgrade to at least a 128mb video card depends on the form factor of your machine.
You also may have to upgrade your memory and hard drive depending on your needs since Vista Ultimate requires 1GB of RAM and at least 15GB of hard drive space.
If you still wish to upgrade to Vista I would suggest going here and going to parts and upgrades. It will ask you for your service tag which usually can be found on the back of your tower.

You hit that one right on the dot. ATI website showed the specs for that graphics card you installed as needing a 300 Watt power supply. Good news though... I researched newegg.com and I believe I found your 300W power supply. There are 4 different Optiplex gx280 designs with 4 completely different power supplies. Since you bought the low-profile video card, I believe you have the slim computer case and this power supply should work for you...

I would recommend updating the BIOS, it does not list any compatibilty for Nvidia Video cards but it could fix the issue.

If this does not fix the issue can you please provide the following information:
1. What versoin of windows are you using? (XP, Vista or Windows 7)
2. Did you disable the on board video?
3. The blue screen error message

I don't think you can install 8gb of ram into that desktop. If the processor fan is too loud check it for dust or any other obstructions. If there aren't any try replacing the fan - it could be a bearing in the fan.
