They run from top to bottom and i only could see from right side of screen. can someone please tell me whats wrong

Unfortunately, you need a new display. This is a failure of the electronics built into the display panel itself. You could hook up an external monitor if you're using the computer at a desk, but for portable operation you'll have to replace the display. Replacements are available online from different sources. Check eBay and do a Google search for your specific model and "replacement lcd". Just be sure that any replacement matches the part number of your original.

You having problems with the video circuits in the television. The color bands are some type of noise from faulty components in the circuits distorting the video information for the screen.The scrolling actually is the scanning circuits. You should go to the Insignia website and check the frequently asked questions and Troubleshooting sections to see if someone else has had this problem and had the answer posted. You probably have some bad electrolytic capacitors on the power supply module. The caps will be bulged or mushroomed at the top rather than flat if they need to be replaced. Parts are very inexpensive. I've fixed many of these sets by replacing bulged caps on the power supply for having same symptom of yours. That would be the first place I would start. A repair shop would probably get between $100-$150 to replace these parts if you wanted go that route.
