Flat screens should never be washed. You should only wipe it with a lens cloth or lint free duster. The tv will not work until it has completely dried. I suggest that you leave it switched off overnight and then try again.
Some printer software that detect ink levels won't recognize a cartridge that's been refilled. They treat the cartridge as empty although you've filled them with ink. You can try removing the HP software that pertains to the printing functions only (not the scanner abilities). You can also do a Power reset. Remove the printer cartridges, turn off the power, remove both the Power cord and USB cord (if applicable) for 10 minutes. After reconnecting the USB and power cords, install the cartridges as you normally would. The printer should treat them as new.
Try to reset the memory on your HP Officejet. Do the following:
Turn off the power to the HP Officejet and unplug the power cord.
Hold down the "# + 9" button.
Reconnect the power cord and continue holding the button for another five seconds.
Turn the HP Officejet on, and the memory should be reset.
If this won't work, you can try to upgrade the firmware but you can only do this if the printer is still detected by the Computer. You can check control panel and see if the printer is listed as "online" or "ready".

Yes that is unfortunately true, if it is out of warranty they won't be able to replace the printer.
However, it can be traded for upgrade for an HP factory reconditioned printer for a lesser cost.

will suggest you try reset the printer, follow the instruction below
to reset your printer, if the problem still persist, replace the cable
that connects the printer to the power outlet. If that did not still fix
the problem, 1. Without turning the unit off, unplug the power cord from the back of the product.
2. Press and hold # and 6 keys.
3. While holding those keys plug the power cord back in.
4. Wait until the screen goes blank before you release those keys.
5. Follow on printer screen instructions.
