Easiest way is to Export the CS4 file to CS3 Interchange (INX). The other way is: InDesign CS3 can obtain the compatibility plug-ins by choosing Help
> Updates and following the prompts. Plug-ins can also be installed
from the Adobe website: Choose Support > Updates in the Adobe
website, and go to the InDesign Downloads page.
Hi, Many reasons are there like missing links or third party plugin data.....
one of the solution is, Whoever created the original document needs to export it as an InDesign
interchange file and you should be able to open it in an earlier
version of InDesign.
I suggest you to update the CS1 with patch that can be downloaded from the adobe website for reading CS3 INX file.
