The front bezel snaps off. Power supply access requires dissassembly of screen from electronics cage.
Look to go through the front side after removing 4 screws from back.

Second if the monitor is under warranty it can be repaired for free. However, if the warranty has expired, or you do not wish to use it for some reason.(I often hate dealing with warranties). On the back of the monitor there are usually a few screws, these may be hidden under stickers which can be found by rubbing your finger over them with some pressure.
Other monitors "snap" together and can be separated by sliding a thick guitar (plastic) pick along the edge where the two halves meet.
You may also need to first remove the base on some models before you can access the screws.

It sound like a short circuit. I had this problem with 1907FP model. It had an USB port on the monitor which got damaged and it was shortening to the groung. In your case it might be a bad internal power supply board.

This is the way I each all my techs to open and repair a monitor. First things first. You’ll need a Phillips screwdriver, rubber gloves, a fiberglass diddle stick(Radio Shack)aluminum tape, small cups and colored markers. Do this operation on a large flat surface. I suggest using an anti-static mat or large piece of wood underneath so as not to scratch the table or counter surface. First take your diddle stick and sharpen one end to look like a flat blade screwdriver. DON NOT USE a metal screw driver (metal causes scratches.) Now turn off the monitor, unplug all the cables and remove all the accessories i.e. stand, speakers. Take out all the screws from the back (these are different sizes so put them in different cups and mark their locations using a colored marker). Once all the screws are removed take your diddle stick. Insert the stick under the front edge of the screen. Sometimes you can use a finger to start lifting the plastic bezel. Under the plastic bezel you’ll see the metal frame of the screen. The diddle stick needs to ride on top of that metal and under the plastic. Once there you can move the stick up and down on each side. This will release the internal plastic catches and soon the bezel will pop off. The control panel my be screwed into this so be careful. At this point you can lift out the screen. There will be metal shield(s) covering the two circuit boards. A number of screws will release the boards. You’ll need to remove the nut screws from the video connector also. The power supply board is probably soldered on to the frame but that should be easy. That’s it. Do your thing and be careful putting it back together. The Golden Rule of service work – NO EXTRA PARTS. Good luck.

You may have bad caps (leaking/bulging tops) in the power supply or blown fuse. This is what the board looks like.

The native resolution of this monitor is 1280x1,024 2 60Hz, your PC video card resolution is set too high for it to display. Bootup in safe mode (hit F8 while booting up), then select VGA support, set the resolution to 1280x1,024 2 60Hz, then reboot.
