    do you get any type of display on screen? it sounds like there is a short somewhere and its overloading the power supply, if your gettin something on screen your cpu could be overheating or the power supply could be near the end of its life

My dell xps 200 shuts down and the power light flashes amber. I try turning it back on and it does not respond. I have to unplug it from the outlet wait a few seconds then plug it back in. After I do this...

You can try unplugging the PC, removing the RAM and re-seating it. It could also be a power supply issue, either too much for it to handle or it's not functioning correctly. My first suggestion would be unplugging hardware that's not needed for a week or so and see if it keeps happening with only the HDD plugged in. If it doesn't continue plug one thing in at a time until you find the culprit... although because it does run for a bit when you have the so called culprit, unplug it and plug something in its place, if it continues then you may have over powered your power supply and need to get something a bit larger.
You may also have issues with the PC over heating or fans not running correctly, make sure to check these items while your PC is turned on. (please be careful).

Dell studio one 19 not shutting down how to solve

First, press CTRL + ALT+ DELETE and bring up the task manager. If there is no response, you could try a hard reset. Either hold down the power button for a few seconds untill it shuts off, or switch the power button on back of pc off, or unplug the power. Although do this as a last result as you may lose any unsaved data. When you turn it back on it should say " windows did not shut down correctly " and it will give you a few options. Press enter on " Start Windows Normally ". See if that helps.

Possibly the main Power Regulator is damaged!!!

Open the case, then look for anything that burned out, replace it!!!

If still won't start, you need a multimeter, soldering iron, try locate output diode on power regulator board, then measure the voltages, it has 3-4 type of voltages;
first diode it should around 115V-130 V DC.
Second diode it should around 24 V DC.
Third diode it should around 11-16 V DC.
Fourth ( if exist), check diode and should around 5 V DC.

The problems usually start on second diode, if persist, follow the circuit board.
