The 25932 isn't an answering machine, so you can't leave an outgoing message. If you need a manual you may download a copy here.

My phone is in the announce mode. callers cannot leave an answer,

What is the specific model of your phone. Typically there is a setting in your machine to set the "Recording Time". Uniden typically you can set to 1 minute, 4 minutes, or "Anounce only". This last one is probably what your is set to.

Typically pressing the "Menu" key will go to each setting for each time you press the button. Press menu until it announces "Recording Time" Then select 1 minute or 4 minute using the "Select" Button.

You can get most of the manuals for your uniden phones at :
http://www.uniden.com/products/index.cfm?cat=Cordless%20Phones%202.4%20GHz%20Digital

Select your paticular phone and see if they have the phone listed.

I can hear messages being left but they won't play back

I had the same problem.
For some silly reason, there is an option of not leaving messages. You will see "AO" in the upper right-hand corner of the phone. This is for Announce Only.
To take it off:
Press/hold SET UP
Listen until you hear "Selected Announcement is A."
Press skip/repeat to save
(The other option is going to be the Announce Only which you don't want, so you can play around with the setting to make sure it's the right one.)

Call yourself to be sure you did it right.

You should now have numbers in the upper right-hand corner instead of AO.

I can not get my phone to pick up on the answering system when a caller is trying to leave a message

Try looking underneath the console of the answering machine. You must turn the answerer on on most machines and underneath there may be a switch to determine how many rings before it picks up as well.
