My Dell laptop's battery used to work properly and charge and show a
green light flashing while charging. Now I can't get the battery to
charge and when it is plugged in I am seeing the charge light flash
orange quickly 4 times, followed 1 longer green light flash.
Hi Roy, Dell, apparently have had some problems with their batteries, as they called back some, including yours. Goto Dells homepage here and goto -> a bit down this page -> Step 1: Is your battery model affected?

If a new DELL ac adapter (3rd party Adapters are not recognized and the charging circuit is disabled) and a new battery doesn't resolve then the charging circuit on the motherboard is bad
Go to support.dell.com and download the latest bios firmware to update it. If it still does not work then most likely it is already a hardware issue so you need to contact dell support for the hardware issue.
it means your battery is damaged. avoid using battery while using charger in your house. remove battery to be safe. battery is for outside or for travel only.
usually, its an indication that the battery is nearing the end of its useful life. you can try to use another battery to isolate it further. If the same thing happens with another battery, chances are, the mobo is failing. Flashing the BIOS can usually help with battery issues. If another battery works fine and your computer is within its first year since you bought it, you can request a replacement battery from Dell

my suggestion is that you allow the batteries to fully recharge(which only happens when the computer is fully off, when the battery is deep discharged.
