Press the self-timer button. It's the bottom button of the cross-shaped pattern on the back of the camera, marked with a one-handed clock. Use the +/- and self-timer buttons (top and bottom) to select the setting option. After the shutter button is pressed all the way down, the picture is taken after a time delay.
"Using the self-timer" is on page 22 in my copy of the manual.
the self timer usually works like this.
find the self timer setting and set it to 5 or 10 seconds.
then exit the menu and click the button that you normally press to take photo. the self timer will start automatically and the picture will be taken after 5 or 10 seconds (depending on what you set).
note that the self timer will be reset to off after this.
To shoot with the self timer: have the camera in shooting mode - press teh down arrow on the back of the camera until the symbol shows that looks like a clock - this turns self timer on.
After it is set to ON - fully depress the shutter button - this will start the self timer process you have 12 seconds if you want to be in the shot -
This is a one shot deal. If you wish tio take another photo using self timer you have to set it up again.
Have you tried to reset the camera to the factory defaults? To do this: have the camera in shooting mode - go to Menu - left arrow to reset - press ok - Highlight Yes and press ok. This will reset the camera to factory settings. See if flash works now.

but I would take it with a pinch of salt frankly. You could get onto Olympus and tell them you know- 'You said I could take it under water - now it wont work' - They may replace it

There is definitely a self timer. I believe you invoke it by pressing the button to the right of the viewfinder several times, until the self timer mode appears on the display. I don't have camera or manual handy so I can't be more specific. Download the manual from Olympus' website if you don't have it.
It might not work in Auto mode, you might have to change the dial on top to the P/S/I/M setting
