How do you turn up the ringer volum

Just set the ringing volume to off.
You can choose from four ringer volume settings (off, low, medium, and high) separately on each handset or the base.
With the phone in standby, press or on the handset or VOLUME or VOLUME on the base. The handset or base sounds the ringer at that level. Use on the handset or VOLUME on the base to make the ringer volume louder. Use on the handset or VOLUME on the base to make it softer or turn it completely off.
Note: If you set the ringer volume to Off, the handset or base won't ring. Other handsets or base will ring according to their individual settings

First thing to try is while the phone is in "On-Hook" mode, press the up key on the handset several times, you should hear a beep each time you press the button and the display should show "Ringer Volume" with a graduating series of bars. If the display shows as above, but you do not hear any rings, try pressing the "Speaker" button and listen for the dial tone. Most of the time on these phones, it is a simple matter of turning up the ringer volume, but sometimes, the handsfree speaker (Which also acts as the ringer speaker) goes bad. If the speaker is bad, it is a fairly easy replacement if you are handy with a soldering iron.

You can choose from four ringer volume settings (off, low, medium, and high) separately on each handset or the base.

1. With the phone in standby, press ArrowUp or Arrow Down on the handset or VOLUME + or VOLUME - on the base. The handset or base sounds the ringer at that level.
2. Use Arrow Up on the handset or VOLUME + on the base to make the ringer volume louder.
   
3. Use Arrow Down on the handset or VOLUME - on the base to make it softer or turn it completely off.
4. When you hear the ringer volume level you want to use, stop pressing keys.
   
5. The handset or base will use the new ringer volume starting with the next incoming call.
6. If you set the ringer volume to Off, the handset or base won’t ring.
   
7. Other handsets or base will ring according to their individual settings.

Try going to the settings of the phone and adjust the Ringer Volume, sometimes you can do this by pressing the button on the side of your device, other times you have to go within the settings of the phone to adjust the volume.

You didn't indicate exact model of your phone. However I have indicated the procedure used for common Vtech's 5.8Ghz phones

Ringer volume
• With the handset or base in idle (off) mode, press MENU then
press ▲ or ▼ until RINGER VOLUME is shown
• Press SEL. You will hear a sample of the ringer
• Press ▲,▼ or a digit (0 through 6) You will hear a sample of
the new ringer volume and the volume bar will be increased or
decreased each time the setting is adjusted At the lowest setting
the ringer will be turned off and the display will show:
- OR -
• With the handset or base in idle (off) mode, press or of the
volume control will directly go to ringer volume menu
• Press ▲ or ▼ to adjust the ringer volume

The VT-9118 can use one of 4 different ring tones, and can be turned off. 

To reset your ring tone: 

1. Remove the handset from the base. 
2. Press PROG. You should hear a single short beep.
3. Press #.  You should hear a single short beep. 
4. Press a number 1 through 4. You should hear a long "ring" tone (it might be startling!). You can try other numbers from 1 to 4 to hear them all.  
5. Press MEM to confirm your ring. You will hear a medium beep. 
   

To turn the ringer off, follow the same instructions, but choose number 5.
