try to reformat your phone.. press the following number keys ( *, 3, call botton green, on botton) hold for up to 10 seconds until it starts up with start up tone of nokia and logo. press the four bottons to recover your mobile as the same when you first buy it..good luck
Your present condition must have been caused by something you have installed. I'm afraid you'll have to hard reset your device by hardware means, in order to get rid of it. To perform a hard reset, press and hold both the green call and the red end buttons, and, at the same time, briefly press the reset pin (at the botton of the device) with the stylus pen. Keep pressing the keys until a warning message comes up. Release them, and press ENTER.

go to the 2nd last option in the start menu and the go to the 2nd tab, you are now in the system settings tab, now in the fourth line 2nd icon which most probably would be showing an arabic character written on a earth, press that icon and then select your country. now you have to restart ur set, press the left botton on the prompt notification box
basing on the information you have given here are the possible solutions:
remove any external device connected to your system (printer, external hard drive and others) if removing this does not work and still gets a blank screen with blinking cursor try to go to safe mode with networking. if successful try to download the driver for your video adapter.
when you try to start the computer , do get anything on the screen like a logo? when does the blank screen occurs, is it during the turning ON of the computer or during the windows xp logo appears on the screen?
a blank screen could be caused by the following: defective video adapter, corrupted video driver, defective memory, unknown device causing the issue like the hard drive, optical drive or other peripheral installed inside the computer.
