this just means the light is burning out (loosing its filament) it does not effect the operation of the freezer, it just is an indicator that you have power at the unit.
There must be a loose cable for the green light to come on. Your thermostat might need replacement especially if doesn't go on defost which happens automatically.
Check your outlet with something else that will work, like a radio. If the green light does not come on, then check the wiring. The green light should be on even if the freezer has reached it's temperature. That is simply a light to indicate that power is at the receptacle.
