First place to begin is if able test voltages in and out of the power board inside the set---if not able to do that consider having a shop look at it.
If you get it open:
The power supply is down. The culprit is a high voltage tantalum capacitor. Location is C205. This is not an electrolytic cap as shown in other answers. You will note that there is an inverter connection to the power supply, near this capacitor. It may be a darken brown, it was once a nice pretty blue. The value is 6KV at 47 joules. These capacitors , are used in power surge protectors, or as high voltage control, similar to bridge rectifiers, when several are used together.( Sony TVs once used them as said.) In your case it is also used as a standby (always on) waiting to light up your screen as well as a complete power up for your TV. Find a reputable electronics store, or TV Shop. ( not Radio Shack). Show them your power supply, and this word of advice printed. As a TV repairman (we never throw anything away) I found this value of capacitor in a Philips power supply. If you replace this capacitor your Apex LD 4088 will come back. Thanks for asking, Matt of Martins TV Repair.
