The dispenser is removable like a car ashtray. Put it in the dishwasher and run it through a cycle Or soak it in hot water and clean it.

Solution for clogged soap dispenser on Kenmore He2. If you open the door and slightly pull the gray rubber seal away from the drum, at the 10:00 position, you can see if there is an item blocking the inside soap despenser drain pipe. I had a sock stuck in there and I gently used two fingers (one from each hand) to grab the lodged item and pull it out. It no longer looked like a sock, but a torn up washcloth. If this solves your problem, I highly recommend using a mesh laundry bag to wash anything smaller than a washcloth. Socks (all socks, not just a baby's socks), thongs, etc have all gotten stuck in the soap despenser drain and in the water outlet drain filter. They are too torn to be used again, of course but it answers the age-old question of "where did all the matching socks go!"
What I recommend to anyone who has this washer to do their regular cleaning cycle. After you do this, check both drains, the grey rubber seal, etc for anything that may have gotten in here. If you use the mesh bags for anything smaller than a shirt and pants, you will find that the clogged draining problems will happen with less frequency.
Also, before doing expensive repairs, take an hour or two to search the web and see if you can figure out (from customers before you) how to fix these chronic problems. If there is still a problem you can't fix and HAVE to call a repairman, watch the repairman fix the problem so you know how to fix it next time. Not only that but you can tell us what the repairman did so those that have the problem after you, have a way to fix the "simple" fixes.

F21 is a long drain...it is taking too long to drain..you have a something slowing down the drain.. you can remove the bottom panel and clean out coin trap... if there is nothing then you may have another problem... but this is the most common problem..

We had a similar problem with water coming out of the soap dispenser when the washer was run. I assumed that it was a problem with the water draining as everyone else posted here. I took off the front panel, got rid of the junk and drained it. Although this was great, it did not solve the original problem. It turns out that there was a sock stuck in between where the water comes out of the soap dispenser and in to the main compartment. Pulled it out with a needle nose plier and good to go. Thanks to everyone for their input here.

You could have a clog in the housing underneath the dispenser where the water flows through a hose into the tub.
Pull the dispenser drawer completely out.
There is a tab that needs to be depressed to release the drawer and remove it.
Check the opening at the bottom of the housing just inside the dispenser housing opening to see if a small sock or garment is clogging this opening.
Reach down into this opening to see if an item is inside the hose.
This is the normal issue that will cause water to leak out of the dispenser housing.
Wash the dispenser drawer thoroughly with warm water. Make sure that you pull off the siphon covers and wash all siphon holes. This process is described in your owner's manual. Replace the dispenser drawer and try the washer again.
