This is a common mistake. This problem indicates that you are using the solid blue wire from the head unit to the remote turn-on on the amp. This is a power antenna wire that only receives power when on FM radio. You need to replace this with the Blue & White wire from the head unit (power control wire) to your remote turn-on on your amp. This should solve your issue.

look and make sure the screws are not touching anything in the cd player that are holding it up

Every one of those Kenwoods that I have fixed with that error needed the laser pick up replaced. so there is no easy fix for it.

If you have tried several disc's and they all have a TOC err, and you know the disc's are in decent condition, then you will need the pick up replaced.

First try cleaning the disc you are using. I use windex and a soft cloth like a bath towel, it works great at getting fingerprints and other stuff off the disc without scratching the disc. A bad fingerprint or a bad scratch right at the innermost part of the disc (where the TOC is located) will cause any CD player to not read the TOC, producing a TOC ERROR. you never know, you might get lucky.

if you have checked all of your wiring and fuses and already tried hitting the reset button you should first remove the faceplate and check the contacts on the main unit and the back of the faceplate. if they are dirty clean them (with power off) with contact cleaner or a small eraser. if your lucky that will fix the problem but most likely you have a bad ribbon cable. this cable attaches the faceplate contacts to the main unit and flexes as the face tilts. after time these cables get small cracks that may not be visible. you can usualy buy the part from a place like pacparts.com and replace it to solve your problem.
