Phil, I have had the same problem today.
did you solved the problem already?
SOURCE: What does code 22 mean?
Error 22 - No Motor Pulses at Start Up
Description
Error 22 indicates that the drive motor (running belt) has been instructed to start, by either
manual or program control, and the monitoring system has not received any response from the
speed sensing system indicating that the drive motor has started.
Possible Causes
1. The treadmill utilizes an optical (infrared) speed sensor and the line of sight between the
speed sensor and the speed sensor target is obstructed.
2. Drive motor brushes are bad.
3. The speed sensor position relative to the speed sensor target is incorrect.
4. The speed sensor potentiometer adjustment is incorrect (when equipped).
5. The speed sensor is inoperative.
6. The lower PCA is bad.
7. The lower PCA to upper PCA interconnect cable is bad.
8. The upper PCA is bad

Most E1 codes are speed sensor or no belt movement.
You wil lneed to unplug your unit the remove the motor shroud then plug unit in most Motor Control boards have LEDs. First thing I would do is start the unit look down at the board one of the light should start flickering this is a signal being sent to the lower board from your upper console. This tells me that the upper console and cable connecting the upper and lower boards is working also notice if the drive motor moved if not then E1 will come up.
Now turn your unit off then turn back on to reset , next manually push with one of your feet the belt you should notice another flickering light the faster you push the light will flicker faster this tells me that the speed sensor is working if not replace the speed sensor.
Next procedure check the motor using a fully 18v drill battery or car battery which ever is handy connect the two motor leads usually red and black in some cases black and white to the battery, if the motor move at a speed of approx. 1 mph then you have a good motor if not you can have worn motor brushes or open winding the motor.
If the upper board and drive motor are good then the only thing left is the motor control board if you have a multi meter handy connect the lead to the two spades that motor lead came off of the press start you should get a DC voltage of about 5 to 10V DC if not replace the board.
