Are the apps you're trying to delete ones you downloaded? Some apps were on your iPad when you bought it and those can't be deleted. Only those apps that you downloaded can be deleted from your home screens.
if your iPad is not the first generation and has a camera built in, then the camera app cannot be deleted as it belongs to one of the core apps of the iOS system.
I think it was only moved to a folder and cannot be seen now anymore.....- so check with spotlight where this app is hidden.

Try reseting the iPad by holding the home and power buttons simultaneously until the iPad completely shuts down and the Apple logo appears.
Once the Apple logo appears you can release the buttons. If this does not work, you may need to connect your iPad to your computer and do a factory restore using iTunes.
