When I did a fresh install of Win Xp Pro on my Panasonic Toughbook CF-29 the mouse cursor started jumping uncontrollably all over thr screen before I could get the operating system completely installed. It doesn't give you a chance to install drivers.
Your touch pad drivers need to be installed. Power off the laptop. Install an external mouse, power back on and install drivers. When finished, power down, remove the external mouse and reboot.
Reg delete "hklm\software\microsoft\windows\currentversion\run" /v "Logitech Hardware Abstraction Layer"
reboot.
This fixed it for me. I do not know where I got that key from.

I have a CF-29 and after install WinXP and loaded all drivers, the mouse gets crazy after install the touchscreen/pad drivers. The cursor clicking all around, regardless if I plug a external mouse. No warnings or missing drivers under the "SYSTEM MANAGER".
Restart the laptop on "SAFE MODE", (click F5 during the boot until the menu comes up), choose "SAFE MODE" and login. You will find that the mouse works normal there, why?, because not all drivers starts on "SAFE MODE". That is telling you that one of the startup files creates that issue or conflict. Go to "RUN" and write "MSCONFIG" and click "RUN". On the "STARTUP" tab, uncheck the "fpapli.exe", click OK and restart normally. I founded that this uncompatible "Fujitsu Pad Scroller" file make all that happens. That file comes from the touchscreen/pad driver setup. Unchecking that file you choosing to that file don't start automately when Windows starts. If for some reasons still happens looks for some other files and do the samething one by one to find out which one is. In my case was the "fpapli.exe".
TIP: Using "MSCONFIG" you choose some files to don't start by itself, like Windows Update or Adobe updates (you can always do a update manually when you want it), schedulers, quick starters or monitoring sevices, those programs run always in the background making your computer slow. Some files like that are not needed during normal use, like "qtask" from Quicktime to place a fast start icon on your task list by the clock. Some are made to make a particular program start faster like Microsoft Office. I don't know about you, but I can wait 30 more seconds to a program starts if uncheck that file will free my computer making it faster. You going to find out that some others are necesary to your system works properly. The good thing about "MSCONFIG" is that by uncheck something nothing gets unistalled, if you have something that doesn't work properly after you uncheck it, you can always go back and place the check mark, restart and it will work again at the next startup. All startup files are between "SERVICES" and "STARTUP" tabs.
