If you are using a scart lead it might not be pushed it right and this will only give you picture. Push it in bat both ends and it should work. If hdmi cable try different slot I have LCD TV and 1 slot stopped working on it. Hope ya get it working.

Smoking y buffer board

Usually cheaper to buy another board as individual parts are not sold--be aware the burning may be a issue elsewhere--you may replace the board and have it instantly burn up also---the Y board goes directly to the panel and it could be the real problem---fatal if it is.

Green lines

Due to vertical section failure horizontal line apprears. You did not mention about picture. Green horizontal line means with picture or without picture. With picture means there is some leakage. Without picture only singe horizontal line means vertical section totally not working. Particularly green horizontal line means maybe leads to jungle ic failure. Please mention your simptom clearly what you get and what you will not get both video and audio. It will be helpful to answer. Based on your question this is my small information.
