I've just had to do this. Somewhat annoying and I'm sure there must be a quicker way. Let me know if you find one.

Firstly you need ArcGIS or something that can create .shp files. Load the Excel file into this. In Arc you need to right click the table and display the x y data (just to make sure it's all okay). Then save as a layer. Then export as an .shp file.

You can the open the.shp in DNRGarmin and upload to your GPS..,
Garmin or one of their authorized service centers are the only places to get spare parts. They will probably not sell it to you, requiring you to send it in for service. See Garmin.com for a list of service centers.
You have use the unlock wizard to install the key that is provided with the software. When I bought my Mapsource CitySelect, it came with two keys. The way Garmin does it is, you can install the software as many times as you want on as many machines as you want, but can transfer the maps, data, etc ONLY to unlocked devices. Last I checked Garmin wanted $75 for additional unlocks. Some data is not locked, like Topo maps and some tide points since this data is obtained (by Garmin) from the gov't, which is free for us (wel, minus taxes we pay). Contact Garmin support, they are very attentive.
Yes, have you enabled WAAS on your 60CSx? WAAS is an acronym for Wide Area Augmentation System, according to the instruction manual an FAA funded service to improve overall integrity of the GPS signal through North America.
If you are in an area which is not serviced by ground stations, having WAAS enabled may degrade the signal from the GPS satellites. Try enabling or disabling this feature.
To do so, acess the System Startup Page. On the Setup Menu page, highlight the System icon and press Enter. WAAS is the second available setting on this page.
Make sure your batteries are fresh; I prefer alkalines in this model. Set the battery type in the System Setup Page, same page as noted for WAAS above.
Another thought is to be sure you have the latest Garmin software installed. Visit their site to download the latest and greatest, free, of course.
I think all the Garmins allow to do is generate a waypoint list on your PC and upload THAT to the GPS, according to what Garmin told me about my Streetpilot C340. You also need Mapsource on the PC.
I had the problem where I ended up disassembling the Garmin and adding a small piece of plastic to the on/off button. For some reason the push button on the top does not reach the one on the circuit board.
