Took a while but finally figured it out. Original thinking was that the problem is in the handle twist and release mechanism. The problem actually lies in the collar where the unit locks into place. If the stroller is in the open position it can't be fixed unless it's folded up. To open stroller without the twist handle -- locate both black spring loaded collars where it locks into place (approx outside where the seat and seat back meet). Manually pull both the collars up the shaft. The spring is tight and it may take an extra set of hands to get the right leverage. Once the unit is in the folded position -- flip the stroller upside down and blast WD-40 into the hole where the spring pins are and work the black collar up and down. The twist mechanism on the handle will now work. My daughter claims it didn't even work that good when the stroller was brand new and we saved the time and trouble of shipping the entire stroller and seat system back to Georgia just to let the Graco people decide what to do. Bottom line is that this mechanism design stinks from the get go. Hope this helps.
If you push the button and twist really hard pushing up while pushing the button and turning it will fold regularly but it will be complicated everytime you go to open and close but as long as you do that it should work fine same way i work mine !

I called customer service at Graco and explained the problem, asked for a fix.
The rep said the part is not replaceable and told me to send the stroller back to them for 'evaluation and/or replacement'. They will pay to FedEx it back to them this week.
So that is where it stands.

The handle twists after you press the red tab on handle, there should be a red little flap than is the way to hold collapsed. A bag???? buy a hockey duffel.

Hi! I have the same stroller as you do, the way to lock it once folded is, you should see a red plastic loopedy thing down by the front right side of the seat. This hooks onto that weird brown plastic nubb i'm sure you've seen on the right side of the handle.

Take the carrier off by raising the handle and then lifting the handle with one hand as you pull the red handle on the back of the carrier with the other hand. Set the carrier aside and stand behind the stroller. There should be 2 matching plastic 'things' on either side of the stroller, just under the rubber handle. Put your thumbs on the rubber handle and your first 2 fingers on those plastic pieces. Pull those plastic pieces up with your 2 fingers and the stroller will collapse. I hope this helps!

Hello All. Thank You MTal for the help. I called the graco customer service and they helped me fold it. As you said it was simple, the metal tube end of the handle that goes down and locks on both sides has two plastic collars. that plastic collar is spring loaded from inside the metal tube. so all we had to do was lift these two plastic collars up (towards the direction of the handle; basically the collar has to come out of the notch where it resides when in lock position). It was not that hard. Graco customer service was amazing. they asked me to send the stroller back to them as the twist handle cannot be repaired, (they just helped me fold and unfold without the twist handle). They sent a return shipping label and sent me a replacement stroller.
Also, this worked fine for opening and folding the stroller, without using the twist handle. the twist handle was completely stuck in one position. that is why they said that we cant fix it at home.
you were lucky babykaz93. the twist mechanism gets locked down/jammed and that is the problem. when it gets locked down/jammed, the only way to open and close is to manually pull the plastic bush that has the collar (which locks into position when opened and folded) as in the picture above and jab it up or down depending on if you want to fold or open the stroller.
