Panasonic remotes have a number of code sets. Thus if you have more than one panasonic device the remotes will not clash. Check the manuals for the code sets and how to change them.

try the volume if this works then press SELECT to save the code. If not then press TV again then the volume. repeat this step until the volume works then press the SELECT button to save the code.
it should be 0000 if it's not then it has been changed in the past. you can reset it, press and hold the joystick to the right for 10 seconds and then press the power button on the remote, then put in 0000 when the screen asks for the security code and it should be like new. just to let you know you must have the remote, it is a definite need.
