I am not familiar with your particular monitor. However, on many monitors when the screen flashes like this, it's a "burn-in mode" that is used to test the monitor at the factory.
1. Your firmware in the monitor may have glitched. Try the solutions offered by the other people here and see if you can reset the unit. If those simple solutions don't work, try suggestions below.
2. You may have one or two stuck buttons (they may be stuck or shorted). Try taking the monitor apart and unplugging the button board. If the fault stops, then there is a problem on the button board (control board). In many cases, replacing one or more of the switches will fix the control board. You will need spare switches and a soldering iron. If you have an Ohm meter you can measure all the switches and replace those with low resistance. Note, you may have to correct the switches and then implement one of the other solutions presented here in the other comments.
3. The chip that receives the signals (on the main board) from the control buttons may have gone bad. If this is the case, the only way to repair it is to replace the board, which is likely not going to be cost effective even if HP did have spare parts.
4. It's possible that the capacitors on the power board are letting enough noise through to mess up the main board. If they look domed, vented or cracked, they should be replaced. You will need spare capacitors of the correct values (stamped on the side of the capacitors), a slodering iron, solder and perhaps some solder braid or a solder ******. If you do this yourself, make sure you install the new capacitors with the correct polarity or they can pop (there is usually a stripe down one side indicating negative, and a corresponding mark on the board).

i fixed this problem by unplugging the monitor, unplugging the video cables. Then hold down the power button while plugging it back in. Release power button and then press power button for on. It worked then. I got the icon for no signal, i plugged back in my monitors. Sceptre X9W

Check the video cable first.
Try connecting to a different computer.
If the cable is not causing the problem, then you have a faulty LCD controller board or a defective input signal board (the one where you hook up VGA/DVI cable). The LCD panel ribbon cable must also be tested or replaced.
PSU, Inverter and LCD panel are not faulty for sure.

check to see if the colors are moving in a square arond the monitor and if there is any writing on the screen.
Make sure the wire from the monitor to the computer are plugged in properly- Reseat them. Take them out and place them gently back in. The wires should be snug not tight. they should not fall out by themselves.
check to see if you have a secondary video output from your monitor and if so attempt that connection as well. The computer will normally self recognize an output and a modern monitor will under normal circumstances project an input.

It can be 12vdc power supply section with bad cap, that will be the first place to look, or it is the backight inverter circuits, worst case will be the lamp assemblies, but find out first if the caps are good or bad, please note that bad cap may look normal but can have high ESR. http://en.wikipedia.org/wiki/Capacitor_plague

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
