Cannot receive and send a txt message.

I had this problem also, make sure your browsre is working since all text messages go through it. I had to program in a new network ,this information should be available to you by contacting your carrier(I have the t-mobile & cingular iformation for this if needed). If browser does work then check message setup(you may have incorrect service center number or gateway entered,also make sure SMS is turned on). To check setup go to message center, select message inbox,select menu, select setup (again you can get the correct info by contacting carrier or I have t-mobile if you would like it)

This sounds more like a programing problem than a settings problem. If it were just the settings the phone would not say the message was ever sent. Try master resetting your phone and seeing what that does. If that doesn't help upgrade your software from Motorola.com. if You still have the problem you'll need to reflash the firmware of the phone and at this point. unless your experienced in cell phones. you need a professional.
