The "lvds" cable which is connected to the lcd controller board is taped to the backlight housing and is transmitting interference to the controller board. Remove the tape and pull the cable away from the backlight housing slightly. You will have to remove the mainboard to do this since it is underneath it. Do not touch the power supply or power supply connectors (dangerous high voltage).

I am having this problem also with my westinghouse model LTV-32w3 HD. In all other respects I like it, but the problem starts about 20 or 30 minutes in, then flickers intermittently sometimes going normal sometimes not.
I did notice that adjusting the contrast and brightness have an affect on it, reducing some of the effect but not resolving it. It seems that its worst in the blacks and some places will look perfectly normal but the surrounding image is filled with green and jittery video noise. Perhaps were contrasts are higher?
Occassionally the picture will also 'Roll' swiftly with blue and black horizontal bands in 3 or 4 columns. Sometimes if I leave it on anyway it will eventually come back. Sometimes it comes back for hours, sometimes it starts going green again.
We bought our TV from HSN it worked fine for awhile with a great picture after awhile it started to roll for awhile then straighten out for awhile with a good picture but then starts rolling again.
