Generally I don't recommend this but in your case it may be a way to troubleshoot the TV..if your comfortable being inside the TV and around high DC voltage buy a can of "dust off" compressed air...turn the can upside down and you will get cold spray out of it, after the set is warmed up and giving issues start spraying components on the each board tell the set comes back on, then replace that board..my guess is its on the power board but on plasma TVs it really could be anywhere in the set, plasma sets have more boards and they interconnect more than a LED or LCD TV...good luck

SOURCE: Top half of screen blacks out
Today, after speaking to the Sansui Manufacturer representative from Japan. He stated that all you need to do is to turn off the closed caption from the TV remote and not the DVR remote. Black screen can occur at the top half or the bottom half of the screen depending on how it was originally setup during installation. Try this and hopefully this fixes the problem.

You don't have any magnet anywhere near the TV do you ?
If not it sounds like something magnetic is interferring with the picture.
If not get the warranty out :D
SOURCE: Coloured Pixels in or around black areas when watching TV
This is know as a diffusion issue. Most times this can be corrected with some minor alignment on the pots on the YSUS pwb. Sometimes the YSUS pwb has failed and will need to be replaced.

First we have find out if it's the set or the signal, So does this tv have snow on all inputs or just on cable? if just the cable try a another tv in its spot, if the problem continue mabe a call to the cable company is in order, I know that many cable problems come from bad conections or loosing a grounding point were the cable enters the house, Now if the problem shows up when watching a DVD or other video source it may be the tv's fault. Most likley a voltage is droping and need to be repaired perty quickly. What some people see as snow we see as a low VA voltage that is putting stress on a control board
