How do I get the Jandy Aqualink rs to control filter pump?

I have a Jandy Aqualink rs that controls filter pump, spa, waterfall, etc. The filter pump is running all the time and inside control panel will not turn off, and outside control panel will not turn off. I can work the waterfall pump from the inside control panel. How do I fix this?
