My electric dryer is blowing cold air and it is not stopping. it is continously running

First make sure that the dryer is vented properly, then check the blower wheel. A common problem is for the center of the blower wheel to get rounded out through wear and tear, allowing the blower wheel to spin on the shaft, thus not spinning at the same speed as the motor. If you have a gas dryer.
The most common problem with a gas and no heat is the ignitor going bad...

You need a voltmeter to check the continuity across the two terminals, it should be open. If there is no continuity the limit is bad..
