Sounds like either a faulty LCD panel tab or ribbon connection @ the panel or T-con.

Check the power supply module for bad DC filter caps with leaking/bulging tops first, then you need to check the voltages.
If you are going to DIY and have proper tools, electronics knowledge, and know safety precaution then please read on:

SOURCE: i have and olevia 26 in tv..when i try powering

There's a good chance you have failing electrolytic capacitors either in the power section or the inverter section or both.
Any caps in these sections that look bulged at the top, or bulged/leaking at the bottom need to be replaced.
If you repeatedly turn it off and on, eventually it'll probably stay on, but every time you turn it off, the TV will get harder and harder to start up until one day it just won't.
Sometimes you have to do the opposite to start it up and unplug it for some time and then try again.

If you aren't tech savvy, don't worry, read the rest of this solution and watch the videos.

If you are handy with a soldering iron and can identify the power supply and inverter / FM section for the backlights, an inexpensive handful of capacitors will likely fix you right up.
Match the capacitance on the capacitors. Go over voltage if you can, and still have them fit.
IE - it's not a bad idea to replace a 10V cap with a 16V or 25V or even a 50V, but don't replace a 680uF cap with a 500uF or a 1000uF (unless you are positive it's only doing ripple filtering, and even then, you should go OVER, not under the uF rating).

Most of the caps that go are 10V 1000uF or 3300uF.

I found some great videos of the procedure (for many Samsungs with the same issue) on youtube.

As you can see, this issue spans plasma TVs, as well as large and small LCD TVs and monitors.
The parts are cheap, and skill required is minimal.
Cpacitors are less than a buck a piece typically if you order online from a place like www.digikey.com plus shipping, and they usually arrive next business day.

We have a sony bravia 46" tv. Model number KDL-46W4150. It is 2 years old and has now developed black lines on the right side of the picture. It goes half way across the screen. It is like this when...

That sounds correct, I just have to work on SONY BRAVIA KDL-40BR4 with Horizontal lines problem on ther right side, you you tap around the frame, the lines will come and go, this is only 2 years old TV! Poor quality panel made by SONY/SAMSUNG company jointed venture.
Very sad indeed when you paid for BRAVIA series which are not cheap.
New screen will cost more than new TV.

Black growing on screen

That is normally cold solder joints around the High Voltage transformer ( IFT) and also the video section. It should'nt be a major repair for a tech.

Screen has lines going across one half and the other half was solid black, can not change input device or hear sound, does make fuzz sound when first turned on....

Sounds like the line output transformer is not soldered on the board properly or needs replacing. The quickest way to check for dry joints is if you tap the tv and the problem goes away then it needs soldering to the board properly. Otherwise sounds like a replacement line output transformer. Hope this helps.

36" CRT Toshiba has that vertical issue mentioned on here a bit

Your problem is most likely caused by a cold solder joint in the vertical circuit. Normally this is easy to find and correct. The problem will only get worse over time, but not likely for more damage to occur.
