Washer would not drain. Removed drain pump and cleaned out alot of slug. Put pump back in started the washer and the drain pump is draining but will not turn off allowing the tub to fill with water.

The critical question is. Is the water is just running down the drain but the pump isn't running. If it is being pumped out, and you can hear the pump running just the same as when it's emptying prior to spin then it could be aborting the wash because it is, or it thinks it's overheating. ( due to defective water temperature switch)
If the pump is failing to shut off then there is something wrong with the electronics. If your washer is a mechanical timer controlled device then you may have a sticking switch (which may explain if switching cycles does something for you). But if you have an electronic timer then you may be experiencing a board failure, where a cycle is being commanded when it is not intended to by design.
If water isn't being pumped out, but just draining away all the time, the washer will keep detecting there isn't enough water inside and top up with more.
Modern washing machines should be sophisticated enough to realize something's wrong and abort with an error, but if not, it may continue washing or rinsing for a short while before losing enough water to trigger more coming in again. It can get stuck on this cycle indefinitely and it's called siphoning.
Siphoning occurs when the end of the drain hose is lower than the level of the water inside the washing machine.
Try raising the hose and see what happens.
Also the drain hose should have some type of air gap where it fits into the stand pipe. It should not have an air tight fit.
Again Either it's siphoning down the drain due to an issue with the plumbing, it's overfilling, or also if it ( THE WATER) overheats then in some machines the software will employ a fill and drain tactic to cool down the water. The important thing is to work out which of these different faults is causing the problem by careful observation.
Other switch's to check would be the water inlet valve and the water pressure switch with a multi meter for continuity or OHMS.
And in some modern washers that come with THERMISTORS:
One symptom of a washing machine that thinks it's overheating and thus fills and drains at same time ( possibly because of a faulty thermistor) is if it's filling with cold water and pumping out at the same time. take top off remove three srcews in back ..remove 4 screws hold control console ,,dont remove connection just flip console on top of drum,,make sure unit is unpluged..your looking at 4 screws across to panel remove them open door remove spring wire clip around the out sid bellows where almost there..now careful down in the filter acess panel remove the frist screw the filter cover comes off after the cover is out remove the pump filter housing screw..and last remove thebottom panel screw,,remov panel,,pump on left is drain pump..pump on right is recrulation pump

Have the same problem , but when it gets to the drain cycle ( about 12 min left ) will chime and show an i con on display ( washer with a hose on bottom left with an X on it ) and it doesnt drain. I un plug and let sit for awhile , turn on and go to no spin and it will manually drain ( sometimes ) Do I need and New drain pump?

You need to take a flashlight and look into the suction port on the pump. Make sure the pump is not clogged and check the pump impeller. Make sure that no blades are broken or missing and the impeller should spin freely. If any blades are missing or broken on the impeller or if it will not turn freely, the pump will have to be replaced. Hopefully, it is just a clogged pump. Hope this helps and best wishes.

There is a small panel on the bottom left front of the washer with a tab on the top middle holding it onto the front of the washer. depress this tab with a small flathead screwdriver and the panel will open downward. You will now see a small round black piece on the left with a flat screw head on it, about an inch in diameter. unscrew this about a quarter of a turn and it will come out with a small hose attached. This is connected to the drain pump. Have a shop vac ready, pull the black plug out of the hose and this will drain the pump. The larger round piece on the right, about 3 inches in diameter is your drain pump. After draining all the water unscrew it with your hand. When you get this out it will have a screen attached which needs to be cleaned at least once a year.

You are right, E13 is a long drain
time error and to solve this issue the pump filter assembly should be cleaned
completely. There is a tiny hole you can stick a
pin through in the access panel on the lower front right corner. Push a pin through
the whole and turn the access panel counter clockwise and it will remove so
that you can unscrew the plastic drain cap behind it. Remove the plastic drain
cap and clear the drain behind it. After doing all these things if the issue returns then it
means the drain pump is faulty and should be replaced. Hope this
