This is the most common problem with tablets - its usually corrupt bootloader or OS and can be a nightmare to repair.
Sounds like its borked. Have you pressed the reset button on the back - pinhole - press it with a pin its a long shot.
The real fix is to go into recovery mode using the power button volume up combo. Then select the restore tablet option.
If none of that works you will have to sideload or reinstall using an sdcard a replacement OS - Try cyanogenmod - your tablet will have to be rooted and have the cm bootloader installed however - tablets are not easy things to repair when the software goes belly up. Its actually a disgrace and I have been repairing computers and latterly tablets for the last 30 years and it is by far the most common issue with any tablet except Apple - there is a reason they are so expensive - lol
hi you need the screen coz its cracket and the lcd is dead go on ebay just write the model number from the back of the screen down and do the same with the lcd the model num should be at the back.

I've had trouble with downloaded apps not working and everytime I did I would delete the app, turn my device off then back on, and then reinstall the app.
Most tablets and smartphone use gorilla glass which is highly scratch resistant. It's probably just dirty, use a lint free cloth damped lightly with water and clean it. If it doesn't clean up post a picture of it.
