Sounds like a leak either in the bottom, connector or water valve for your water inlet line. Visually finding the leak is your best bet, then you know what parts are to be replaced.

This is symptomatic of a malfunctioning water control valve- depending on whether it is hot or cold water with which the tub fills.
Sorry but it needs replacing and a service call ;-0(

the noise you're describing is normal - there is water in a sealed balance ring on the inner tub. To get rid of the mildew and smell, leave door open after cycle and use something like Affresh or "Smelly washer" stuff monthly or more often.
if you have a maytag neptune washer that ran up until now you got your money's worth,that's the machine that put maytag out of business,if it's smoking and ripping the boot it sounds like the tub bearing is gone and you'll have to replace the washer,if it's load in the spin like marbles are rolling around in it that's the problem,but i wouldn't put a cent into that machine.
two problems here,
your shaft seal is running on its last leg
the sound is unmistakeable and always described the same...
the water issue, you probably have a trickle leak through the cold water valve
the mixing valve is quite an easy repair, but I would have to say with all honesty, it probably time for a new machine
the hub seal is a tub replacment call

Open the lid. take one hand and push the tub back toward a back corner. Take your other hand and fill in the gap on the opposite corner. There should be a black round rubber strap going from the outside top of the tub to the cabinet. Once you find it check all four corners. I feel sure that you will find more than one broken. These help to keep the load balanced. It is very important that you change these as soon as possible due to after these break these machines are bad about the tub banging into the sides and cracking the outer tub. To replace the tub will run ( in my area) around $240 - $300. These straps are not hard to replace and don't cost very much. I would rate replacing them a 2 on a hardness scale from 1 to 10. 10 being the hardest.

Here is the solution I found that worked for me, there is a small drain hole at the bottom of the boot that is connected to a drain hose. Remove the hose and clean out to make sure that it has not become plagged. replace hose and reattach boot. Mine stoped leaking imediately.
