When the wandering starts it means that your touchscreen is about shot. It can be fixed by those who know how to do it. But usually replacement is the option.

Hi there, how do i rotate the screen from sideway back to normal. ctrl alt arrow doesn't work. its a panasonic cf-19

I would check in your instructions because there are a few different ways depending on what model and it will only confuse the issue to mention them.
If you cannot find your manual browse Panasonics web site, you will be able to download one there.

Is there any chance the video output is switched to feed the rear VGA connector? ie the screen is black due the video being routed away from the screen. Try hitting F5 key.
Can you hit the Delete key to try and enter the bIOS screen? (it may be another key such as F1 or F2. See your Toughbook manual)
Can you have someone make you a bootable USB thumb drive and try booting up with that?
Its also possible that the hard drive has failed, but usually the BIOS POST check will initiate and indicate a failed hard drive or bad RAM etc
Can you remove the 2.5 inch hard drive? Usually its accessible under a removable panel under the laptop.
Feel free to ask more questions.

Steve
PS have you tried the discussion forums on the Panasonic website?

Panasonic TOUGHBOOK CF-18 Took out HD to reload windows as it would not load but stuck at the safe / last known good config etc. Loaded XP onto HD via an ACER laptop and reinserted it into ToughBook -...

I think your actually having issues getting it to run on the toughbook because it uses different drivers for everything from the Acer computer. If you press F8 while booting up you can choose the option "Disable automatic restart (of system errors or something)". Then when the machine boots up you should get a blue screen giving you an error code like "IRQ_EQUAL_TO_OR_GREATER_X Error: 0x0000005f. You could try to see what the message is trying to tell you to resolve it but the error msg would likely point to the driver that its trying to load that's most likely different from the toughbook you have. I'd suggest getting an external cdrom/dvdrom and install windows from a disc onto the toughbooks hd while its in that toughbook machine.

Pen wont write

to enable writing you need either Win XP Tablet edition, Vista Home premium and up or handwriting recognition software. Microsoft office 2003 has support for handwriting as well, but it needs to be installed as additional package. There are also many programs available from other developers.
