Power at the light switch,turn switch to manual put headlights on power to that side of swith going to multifunction switch, but no power on either side of the two headlight fuse location
The power goes thru the fuse, then thru the headlight switch, then the dimmer switch. If you don't have power at the fuse you may need a shop manual to get the wiring diagrams to trace the circuit back to the battery. Its supposed to be hot all the time.
Mine shows the actual headlight fuses being 10amp, but yes they are after the dimmer switch. I think the 10amp fuses are for low beam and the 15amp is for high but don't quote me on that. Either way, the main feel you spoke of is the 30amp fuse in the box in the engine compartment. If that circuit is dead you may need a schematic to track it back to the battery. If it is hot but nothing is coming out of the dimmer switch that may be your problem.
The main 30amp circuit feeds the dimmer for flash to pass and also the headlight switch.
The diagram I was using is on autozone's website. A regular shop manual from Ford would be the best which you could get from Ebay. There may be more than one box where the 30amp fuse is. Did you check the dimmer switch yet ?

one for the left and one for the right.
The fuse box you are looking for is under the hood on the passenger's side. It is a black box roughly 8 inches long and 4-5 inches wide. When you remove the cover, you will see fuses and relays. What you are looking for is the section in the box which has a cluster of 7 fuses. 3 in one row and 4 in the other. On the outer parameter are two relays. The fuses you are interested in are located in the row of 4 fuses, with the two closest to the "L" shaped part of the box. Both of those should be 15 amp fuses.
The fuse below those should be a 20 amp which is the lighting switch and the one below it is a 15 amp which is for the interior lights and the clock.
Check your harness grounds in the engine compartment near the area you have the problem. There are ground wires which come out of the harness on both sides of the core support. The wires are black in color and have "EYES" crimped onto the ends of the wires. Both of them will probably be located about 4-6 inches below the upper tie bar on each side of the radiator. Odds are that the eyes will be large enough to pass a 6mm bolt through.

You don't say if the parking lights and/or tail lights come on. If the rest of the lights are working. Try replacing the dimmer switch on the floor. It's relatively simple to do and cost about $15.00 depending on where you are

the manual shows that a wire that is hot all the time feeds the light switch, from there when you turn the headlights on it sends the hot thru the dimmer switch which sends the hot to two fuses for low beams and then to the lights also from the dimmer to two relays for high beams i do not have drl so the headlights are on two n15 amp fuses an there is no power on either side of those fuses
the box under the hood is very small/ it contains two relays and a fuse, should i change these relay and see if it makes a difference?
the manual i have is a hayes book very little detail, is there a better manual that i can buy?
