Started getting error codes E02 and E03. Now machine keeps filling up with water and won't stop

'E02' for your Hoover Optima states 'fill time-out' which is not surprising considering that the water board turned the water off!
I hope by now that the water is back on and so is your washer ;-0)

The problem is the pressure switch has failed or the hose is plugged up, has a hole in it. These are usually inexpensive and are very easy to replace. Here is a video this will walk you thru testing and replacing a pressure switch. You can also enter your model # for diagrams and illustrations of your specific model. All parts come with installation instructions. Not all models are available.

Sorry but I do not know your particular machine and I do not have the cause of the E03 BUT I would suggest as a first step that you clean the drain motor lint tray/filter. So many 'faults' are caused by blocked filters. It's worth a try and it needs doing on a regular basis anyway!
Here are my complete, general pre-typed guidance notes for checking both the filter and the motor ;-0)

If you are unsure where the filter is, it is often behind the front lower (kick) panel (or in some machines at the rear in an awkward position!) and most are held in by a round cover/knob.
REMOVE POWER AND ENSURE YOU HAVE A WATER RECEPTACLE/RAGS TO SOAK UP THE WATER WHICH IS BOUND TO POUR OUT!
It's surprising what people have found in theirs! It is always worthwhile checking it on a regular basis.
Now- whilst the filter is removed it is normally possible to see the drain motor and ensure it is not jammed by a foreign object such as a needle or a toothpick. It should be able to be turned by hand/finger- the power IS OFF!
At this point it is also possible to test if the motor works. No clothes or water in the machine, select a spin cycle and put the power back on. You should be able to see the motor turning at some point, possibly straight away. If it doesn't work then the motor is malfunctioning!

Hi,
E02 means the unit is not getting adequate water or the drain is coming
clogged. Remove the round access panel on the lower right front panel
and take the drain catch off by twisting it. Water will come out so be
careful, remove and clear all the debris in the drain catch. If you
don't find anything then the issue might be with lack of water getting
into the unit. If you are sure the water hoses are not frozen and have
good water pressure then you will need to replace your electronic water
valve on the back of the washer.If that doesn't resolve the problem and still shows E02 and you could hear pump running while filling,you have a closed relay on the board that should be open until it gets
to the drain cycle.Something has happened to the board you are going to
have to replace it.
