if you can clean the black line with a cloth, than you need just to replace the cleaning blade, but if the black line is not removing without a cloth, then you need to replace the opc drum and the cleaning blade or both blades, some machines of this type have only one cleaning blade but some have two cleaning blade.
Check the drum history? If the yield is not yet reached, you should clean the charge roller, cleaning blade brush and cleaning blade. Remember to vacuum beneath the cleaning blade! See if that works, otherwise you should call a techie to replace the drum. If yield is not reached they will charge you for a new drum.

Cleaning the drum will not help. Depending on many factors including drum condition, number of pages printed etc, you will need at least to replace the drum cleaning blade. This is a common cause of black streaks. The drum should have been clean. The fact that it has toner on the surface is pretty good proof that the cleaning blade is bad. The part number for the blade is B0392289. I would do a search for this part and get one before you even think about trying to deal with the streaking problem. Once you get the blade, if you are mechanically inclined then replacing the blade is not difficult.

Try cleaning the blade(by rubbing a piece of paper between the drum and the blade) ,also clean the charge roller(black rubber roller) with a soft clean cloth.If all else fails replace the black drum unit(It's life is 60k)
Something around the drum need to be replaced. There are two ways to be done. Because Ricoh do not offer a replacement by parts around the drum unit for this machine by Ricoh you can only replace the hole drum unit. But as you say you have a problem with the drum cleaning blade, or in worse case the drum and the cleaning blade for the drum need to be replaced. So Katun offers a replacement by parts and by Katun is more cheap to be replaced. This is what is the problem, so on your hand is what are you gonna decide.
