I have a frigidaire stackable washer/dryer model number FEX831CS0 an the washer works but the dryer is seem not to be getting any power

Hello cbrhonda125 - Try resetting the unit dryer by unplugging it or flipping the household circuit breaker off. Wait approximately ten minutes. Restart unit and if it proves to be ineffective, there are multiple possible causes; faulty power cord, house wiring, defective control board, thermal limiter or door switch. This is something that a professional would need to properly diagnose.

Have you had a qualified service man look at your machine? I would think that the burned rubber smell would direct you to examine the belt (found in the very bottom after removal of front cover).
If it is the belt it is a very easy fix on this machine. The not draining part wouldn't be related to the belt the pump that does the draining is driven by its own electric motor and is easily visible when the front cover is off. Its located on the bottom left side. If a sock or other small item manages to get over the side of the basket it always ends up jamming the pump.
You would have to take the pump apart to retrieve the item and restore pump function

A loose belt often makes a squeak that pulsates with the clothes hitting the paddles in the drum. It's probably the upper drum glide or rear bearing. If it's a constant screech coming from the front, it's probably the glide. If the noise seems to be in the back, suspect the bearing. You might check for a sock or something small that is stuck somewhere between the drum and the dryer.

It leaks water after its about half full does it have a hole in the tub?

I doubt if the tub has a hole in it, BUT the increased pressure and weight of the half filled tub could force water past a damaged washer. How did the washer get damaged, probably by the spin bearing starting to fail.
