Where do i find the filter on my samsung WF317 washer?

It is probably located behind the front kick panel which will be held on with clips or screws.

No- it should be quite a simple job!

I would gently suggest as a first step that you clean the drain motor/pump lint tray/filter. So many 'faults' are caused by blocked filters and many machines will not even go to rinse or spin or release the door lock if there is any water still left inside.
Following are my complete and generic guidance notes for checking both the drain motor filter and the drain motor ;-0)
REMOVE POWER AND ENSURE YOU HAVE A WATER RECEPTACLE/RAGS TO SOAK UP THE WATER WHICH IS BOUND TO POUR OUT (alternatively use a wet vac as sensibly suggested by VinnyB1234!)
If you are unsure where the filter is, it is often behind the front lower (kick) panel (or in some machines at the rear in an awkward position!). These panels are either held on by (plasic) screws or will just pull off. Most filters are held in by a round cover/knob. Sometimes the filter will not come out with the cover and you will have to persuade it to come out to play.
It's surprising what people have found in theirs! It is always worthwhile checking it on a regular basis.
Now- whilst the filter is removed it is normally possible to see the drain motor and ensure it is not jammed by a foreign object such as a needle or a toothpick. It should be able to be turned by hand/finger- the power IS OFF!
At this point it is also possible to test if the motor works. No clothes or water in the machine, select a spin cycle and put the power back on. You should be able to see the motor turning at some point, possibly straight away. Using something suitable like a glove see if it is easy to briefly slow the motor down. If it is easy then the motor is malfunctioning.

Can anyone provide a part number for the main control board for a Samsung WF317AAS/XAA-00?

Sears Parts Direct lists the part numbers for the WF317AA/XAA-00 washing machine here: https://www.searspartsdirect.com/model/2dzt64b7oq-001482/samsung-wf317aas-xaa-00-washer-parts . Look at the control panel diagram. The main control PCB board appears to be MFS-WF317-00. The control panel is MFS-F2WLHA-S0. However, no sources appear to have the parts for this model in stock.

User manual says to check "magic filter" on my samsung wa48j7700aw/a2 if I have stains on clothes that were not there when they went in wash. Where is magic filter located?

For the Samsung washers with the magic filter lint trap, look in the washer tub for this filter. It should be a vertical section on one part of the tub wall in the lowest third of the tub. There is no drain filter on the top load washer. Many of the front load washers have the lint filters.

take the back off
it should be between the tub and the pump ((take the hose of and clean it))

Could be drive belt has broken but not if drum turns when washing, if it turns when washing your belt is fine so it could be that your motor brushes are getting to the point of needing replacement.

Samsung WF317 Front Load Washer code nd

Check the drain pump itself. But at the same time if your clothes are still sudsy it sounds like it is not going through all the cycles. Almost like it is skipping a cycle

Samsung frontloading washer won't dispense fabric softner

clean filters in washer inlets on back of washer. take off hoses and look up inside of inlet, pull out the filters by pulling stright out on them. then fush backwards to get sand or whatever out of fiter
