I just had this same problem. Quite strange. I have a Tomtom One New Edition and connected to a Vista Ultimate computer. Here is what I did to fix the problem I was having.
Exited out of the Tomtom HOME application. Went to "Computer" and right clicked the Tomtom drive (was M: for me, could be different for you) with the Red Icon. Selected properties and click on tools. From there I selected "Error-Checking" and only checked "Automatically scan and fix errors for me". It said it found a couple errors and corrected it. I then doubled clicked the icon in the bottom right portion of my screen which looks like a USB plug with a green check mark on it. I selected the drive and clicked stop. I disconnected the usb plug and then used a small tack on the bottom of the Tomtom unit to reset the device. After that, I turned the unit on and all was fine and I could clearly see that an update was applied.
Good luck! They really should have a support bulletin for this as this is clearly a common issue.

The problem is caused by a version mismatch between the Application version and the Map Version. They must both be the same. For example, if the TomTom has not had the application updated, but you updated the maps, the TomTom will not know how to read the file.
Make sure that if you are trying to use a version 815 map, that you are using a version 8.XXX application too. I had to upload two application version changes before I could read the new USA maps.
SOURCE: Upload latest western europe map v7.20 to TOMTOM 700 not possible
I have managed to solve the problem of loading a new map on my Go700 using a Mac. I discovered that Tomtom is incompatible with the Leopad operaying system, despite the protestations of the idiots at Tomtom ,so I reverted to an older Mac using Tiger.
Taking the instructions given to crinold, I tried to erase the disc on the 700 using home 1.5 - and it didn't work. So I went to disc utilities, highlighted and erased the Tomtom disc, and opened home 2,5. After being refused entry several times, like being told to load an already loaded device, I persevered, and managed, slowly, to add the map I had bought for 78 euros. T]One point oif interes is that when I bought the map, they site stated it would cost 63 pounds sterling, but switched it to euros when the invoice arrived. at a rate very favourable to Tomtom - funny, that.
This is sharp practice, probably illegal in many countries,, but, to be honest, dealing with the mysterious Tomtom company is so frustrating, that I don't have the time or inclination to fight them for the money they cheated from me.
How they survive with such an awful product and extremely bad after sales service is hard to understand - perhaps they won't ... we live in hope.
