While powering off and repeatedly, if I hit ctrl alt del the power stays on but with a black screen.... f9 does not bring up the boot menu.... plz help

Why all these clueless suggestions? I came here looking for help, but it appears I'll be solving my own problem and lend a hand. First attach something bootable via USB like you already know. Change boot order and boot from some kind of XP install disk. That's where I'm at right now. I'm now in the recovery console which gives me a command line. I had JUST READ somewhere the comand line commands to restore the boot manager that we just compressed.
Hold on....OK ! Problem fixed.
Step by step:
1)Get external CD reader and plug into USB
2)Boot Mini hit F10 or F12, whatever it says to change boot order
3)Reboot and you'll see you now have option to change boot order on bootup.
4)Boot to some kind of XP start disk(stupid me never even looked at HP's recovery disk yet - I didn't want to go there!)
5)Let the startup program run til it stops asking you to select an option, and hit R for recovery console
6)You'll want option 1 for c:/windows and type your password when asked
6)type fixboot then enter
7)It will happily inform you that your boot record is repaired
There may be some warnings or statements in between. You're desperate - agree to whatever they say! ;-)
8)reboot
9)Don't worry, be happy
If you can't stand that you now have that message booting up every time and it looks weird, RIGHT click my computer, properties, advanced, startup and recovery settings, and edit ....change default operating system from ** to Microsoft Windows XPHome etc."
click edit and for good measure delete where it has WINDOWS="" as an operating system. Don't mess with this if you're not sure.

Either you have a memory issue or operating system problem.
First, try reseating (removing and reinserting) your memory (try one module at a time to test).
If still a problem, boot your system to Safe Mode (press F8 repeatedly). Go to System Restore and choose a date when your system worked OK. Note: with System Restore, everything, including your documents and other files you saved on the hard drive, will roll back to that date.
If still a problem, the last choices are Factory Restore and reinstall. Accessing Factory Restore (restores to the factory settings and will wipe out anything that you have installed or saved on your PC), is dependent on your hardware manufacturer. Boot your system and press F10, F11, Alt+F10, or Ctrl+F11 to access Factory Restore. Follow the prompts.
If still not resolved, you'll probably need to reinstall your operating system.

I think you have a hard disk error.
Use your recovery disk, or better still Windows Installation disc, and start the boot up using the menu to select "repair system". That will save you the trouble of having to reinstall all of your software and settings.
If it won't work, a format of drive C will fix your errors but you will have to restore all of your dadt.

These problem is usually caused when the harddisk of the computer system is Bad.
THE SOLUTION:
Purchase another HardDisk and Prepare it for use by formatting and installing the Operating system on it.(either Win7,win vista etc....)
