You have to check the sound setting of your tv. In most of the lcd tv there are two option that you can select. Internal speaker of the tv and external speakers while using sound bars or other amplification devices. Fist of all Check that setting. Check the TV's audio menu to make sure there will be signal available at the RCA outputs
Some sets won't allow both internal & external speakers/sound bar to both be on.
I think your set up is correct. The only other thing you may have to do is to set the sound on your TV to 'External Speaker' (or something similar) from your TV's remote accessing the menu.
If the sound bar has the red and white cable then yes you can use those. Make sure in your settings for the TV you have it set for an external audio source. Since you don't want to use the built in speakers. Probably best to get a tuner if using multiple speakers and a sub.
Please check in the Menu under Audio section if you can disable the internal speakers. In the Sony and Samsung TV's you can. It will be in the bottom of the of the audio scroll Menu. It will ask you TV sound Internal / External ? Choose internal
Internal sound board/amp is probably bad. But make sure that the speakers were not turned off in the sound settings menu for the television. You could try hooking up and external reciever to the audio output jacks of the TV and see if you get any audio from there. If you do at least you can still get sound from your tv...even though it is not from the internal speakers.
