Might be this...
For an OSD Lockout message, press and hold the Menu button for 10 seconds.
For a Power Button Lockout message, press and hold the Power button for 10 seconds.

But then this post says he had to hold it down for 25-30 seconds...

How can i connect DirectTV to the hp 1740 monitor ?

Your HP 1740 Monitor uses:
  • One 15-pin mini D-sub analog VGA
  • One DVI-D (VGA analog or digital)
as for your DirectTV box you have at least an RCA and a HDMI to connect to Display devices that "DOES'NT MATCH" with your preferred monitor.

Your only chance to make it happen is to get a HDMI to DVI adapter (like this one: http://images.thomann.de/pics/prod/249861.jpg ) to output your digital box to your monitor.

the OSD menu, what does it look like?
we can never guess, looks.
post photo using your cell phone, cam?
so the PC runs ok, otherwise,
if yes, then the monitors menu button is stuck on, broken.

Sounds like you have something overheating in the screen pull the back cover and blow it out.

My hp 1740 lcd keeps on turning on and off

Check your power cable connections and make sure they're not loose at all. Also try hooking the monitor into another computer to see if there could be a problem with the computer it's currently hooked into. If your cables are good and it works on another computer, try updating your graphics card drivers for your system. It could be that it's changing resolutions and keeps blanking the screen, so check the resolution settings (right click on the desktop>Preferences>Advanced).
