On the mouse pad there is a dot in the upper left. Tap it twice with your finger.
Click the Start button and then select Control Panel from the Start menu. Click on Hardware and Sound, then click on Mouse (under the group Devices and Printers)
In the Mouse Properties dialog, click on the Device Settings tab, then click on the row in the list for Synaptics LuxPad V1.3 (or similar) and then click on Enable. This should also enable the Synaptics LuxPad Buttons row in the list as well.

It is very rare problem, but it is possible. You can order the touchpad part at eBay (for +/- $15), read the service manual (how to assemble and disassemble the HP Elitebook 6930p), buy some screw drivers at local electronic store or home improvement store, watch some video clip on Youtube.com if necessary, then install the touchpad.
