The tracking needs to be adjusted. Sometimes it's a knob on the VCR, and sometimes it's a control on the remote. Adjust it for the best picture, and the sound shoud be restored.

Either the tracking will be off set on the VCR or the heads may need cleaned or the pinch roller in the VCR will be worn & need replaced.There could also be a possibility the guide arms are not fully in position in the VCR.
the rolling picture is sync problem.
if the problem is in the VCR, it can be adjusted. if you don't know how to do it, then yu should bring it a repair shop.
if it in the DVD, then the cost can be high. (replacement of the DVD reader)
