Does it come and go? I would try reseting the ribbon cables between the LCD panel and the T-CON board first.
The Flexible Printed Circuit BoardS (FPCB) are ultrasonic welded to the LCD TFT panel, they are not SOLDERED on! The connections do get bad due to very delicate nature of how the LCD panels are made. You can also try squeezing the around the top area of the screen where the lines are to see if the lines go away.

It is possible that you have a bad power supply, or the TV has been hit by a small power surge and if you unplug the set from the wall for 40Min., it will rest back to normal.

On a mitsubishi tv (LT-46149) the manual intructs us to wait exactly one minute for the LED green light to stop flashing and then its alright to turn on the tv, the problem is that the light wont stop...

Mitsubishi LT- 46149 LCD TV turns on with pic then pic blacks

Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts.

In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.

Misubishi LT-46244. On the left side of screen there is a fine black line that goes from top of TV to bottom of TV. It almost looks like a string of emitters are off.

That is a good guess. You have a row of lcd's that are bad. The only fix for this is to replace the lcd panel. This is very expensive. You should just buy a new tv.
