Tap the F8 key when booting up. This brings you to a screen with different options. Choose Use last known good configuration. this should solve the problem. Your system is stuck in a loop.
Please don't forget to rate me.

Dell GX280 has been known to have issues with mother board because of bad capacitors that were sent out in them at that time. I have had so many issues with them when i working as an it. If you can open up your pc and look on mother board for expanded capacitors or even leaking. if they are not round it means that is the problem. Dells are very easy to open. On top and bottom there are kinda buttons u can press and just open towards the side that has lock for like locker lock and look inside.

I have the same issue.
I have reinstall the OS and cleared out the hard drive. This isn't a virus/malware, and it didn't come with the OS.
I think the program is the driver. When I used Linux on the desktop, the computer functions perfectly. When I installed XP originally, it functions well. then when I installed the drivers, the computer became unstable.
I updated all the drivers (or I think I did), but it still keep coming back.
I think I might just go back to linux is this keep happening (the only disadv. is that I have some programs that only functions in windows, and I am not too thrill about configuring arch-linux during the installation period)
How often does it restart? Does your operating system load?
