If he has a REAL watt meter not one of these FAKE reading meters it is doing all it is capable of doing. One question is he checking it on the same antenna or a dummy load and is he using the same watt meter he used years ago? these are all honest issues. Seek out a local Ham operator see if he has a good watt meter or go to your local Motorola Radio Shop see if they have a Bird Watt meter if that radio reads as indicated on the bird or similar watt meter there is nothing wrong with the radio to start with.

i replaced the transistors and it works again it was a 289 that was bad thanks for the help my uncle is back to talking now
