You can try reset ip adress or configure your ip adress

No there's not. The camera's video stream can only be viewed in Internet Explorer 6 or higher.

The D-Link DCS-3220 have DHCP, that means it gets a automatic address from your router.
IT doesent have a STATIC ip, if you not set it manually.

To configure your D-Link DCS-3220 CAM and find the IP you need to install this program.
Install Wizard You need to unpack it first.

Connect your computer and cam to same router and run the program. Then it should find your cam so you can configure it and see what ip it get your you set.

Then you can browser to the cams IP.

You do not need to configure ISP's PTR records. Instead define their DNS addresses as forwarders in the properties of DNS server under forwarders tab and flush DNS cache.

I do not know what you have for a DHCP server but some DHCP servers will show you what devices have been given IP addresses which you can use that information to find what address it is at now. Other than that you can use the guess and check method just going through IP addresses until the page comes up, you can use network mapping software to scan your network to find it or you can reset the access point to factory defaults where it will have the default IP address that you can then connect to and re configure it the way you want it.

Are you trying to take snapshots using the button on the main screen when looking at it on the web page screen in IE or are you talking about hitting the snapshot button (looks like a tiny camera) in IP surveillence?

Can you view the stream in IE or IP surveillence or is it that you hit the camera in IE, the sign in box shows up (cause you put in a pasword), you put in the password, and it cannot connect and says retry.

Possible problems.....

The IP you are typing in is really not the IP of the camera (comes from the box being checked that says 'reset the IP on reboot') Use the installation Wizard to find the camera and it's IP.
Your firewall is blocking the stream. Try disabling it and reconnecting.
Your cameras IP is not in the range of the DHCP server of the router it's connected to. Review your router's DHCP list to see if the camera IP is in that range.
The password on the camera is corrupt. You will need to hard reset the camera and reset it back up from scratch to connect.

Worst comes to worse, you can always just hard reset the camera and start over.
