Make sure you set the laptop to display at a resolution the TV can display, it seems best to start with 1024x768 then work up.
If you are using a VGA - HDMI converter it is possible you will not get a picture.
You should be able to set the laptop to 1024 x 768, plug it into the TV, select PC input on the TV remote, and the picture should appear.
If not, then check you have the monitor output on the laptop switched on, test it with another monitor to be sure.
If all the above still fails to work, and you've checked the cable the TV has a fault.
I hope this helps.

Your problem is typical of Samsung LCD TVs. The capacitors on one of the internal boards are rated at 10V and should be higher. If you open the case, you'll see bulging capacitors. If you can handle a screwdriver and soldering iron, you can actually fix it yourself with a few capacitors from an electrical supply store. Simply read the specs off the bulging capacitors and get a higher voltage-rated replacement. For exmaple, if the capacitors say "1000uf 10V 105C", you would replace them with "1000uf 35V 105C" or similar rating. Or an easier method: Recently, Samsung themselves have been making repairs as it is such a widespread problem. Call Samsung at 1-800-726-7864 and they may just repair it for free, even if its not under warranty.
